UAE Offers Free Two-Year Private Tutor Permit for Students, Teachers and Employees

The UAE offers a free Private Teacher Work Permit that allows qualified individuals to provide private tutoring legally outside educational institutions.

Issued jointly by the Ministry of Human Resources and Emiratisation (MoHRE) and the Ministry of Education (MoE), the permit is designed to regulate the private tutoring sector, improve education quality, and create legal opportunities for eligible residents to earn additional income.

The permit is available free of charge, remains valid for two years, and can be renewed. Applications are processed within two working days through the MoHRE website or the MoHRE smart application.

Five categories of applicants are eligible to apply. These include registered teachers, university students, private-sector employees, government and semi-government employees, and school students aged between 15 and 18 years.

Applicants must meet the relevant requirements depending on their category. Employees generally need a No Objection Certificate (NOC) from their employer, while school students require parental consent. Other requirements include medical fitness, a certificate of good conduct, and proof of educational qualifications where applicable.

Before receiving the permit, applicants must also sign a digital Code of Conduct approved by the Ministry of Education. The code sets professional standards for tutors and aims to ensure students receive quality educational support in a safe and regulated environment.

The initiative forms part of the UAE’s broader efforts to organise the private tutoring sector by providing a clear legal framework for qualified individuals. It also gives parents greater confidence when selecting tutors and helps reduce unlicensed tutoring activities.

Eligible residents wishing to become private tutors can submit their applications through the official MoHRE digital platforms, where approved applicants can begin offering tutoring services legally after receiving their permit.
