Overseas Filipino Workers (OFWs) in the UAE no longer need a printed Overseas Employment Certificate when returning to the UAE after a vacation in the Philippines. The Digital OFW Pass now serves as their official travel clearance, making the return journey more convenient.
For years, the Overseas Employment Certificate (OEC) was the paper document OFWs had to secure and present before departure. It proved that their employment abroad was properly registered with the government. The Digital OFW Pass replaces this process for eligible workers, turning what used to be a printed slip into a QR-coded pass stored on a mobile phone.
The pass is available digitally through the Philippine government’s eGovPH app as part of the Department of Migrant Workers (DMW) services. Eligible workers register their details, then access the DMW section to generate their QR-coded travel pass when returning to their overseas job.
This digital shift cuts down significantly on paperwork. Instead of visiting an office or printing documents before every trip, returning OFWs can complete the process from their phones. This helps streamline departure procedures by allowing authorities to verify a digital QR-coded pass instead of a printed OEC.
The Digital OFW Pass is primarily intended for eligible Balik-Manggagawa workers, or documented OFWs returning to their overseas jobs. Newly hired workers and those with a new employer must still complete the standard Department of Migrant Workers (DMW) processing and registration requirements before they can travel.
This rollout is part of the DMW’s broader push toward digitalisation. The agency has been working to merge the OEC into a single digital platform, aiming to make services faster and more convenient for the millions of Filipinos working overseas, including the large community based in the UAE.
For eligible UAE-based Filipino workers, the shift means less time spent on paperwork and a more convenient travel clearance process. As adoption grows, the Digital OFW Pass is expected to make return journeys from the Philippines to the UAE smoother for eligible OFWs, cementing its role as the digital replacement for the traditional Overseas Employment Certificate (OEC).
